{"id":1518,"date":"2025-01-22T11:06:23","date_gmt":"2025-01-22T11:06:23","guid":{"rendered":"https:\/\/www.tsfactory.com\/forums\/?p=1518"},"modified":"2025-01-22T11:06:23","modified_gmt":"2025-01-22T11:06:23","slug":"trump-repeals-2023-biden-administration-executive-order-on-ai","status":"publish","type":"post","link":"https:\/\/www.tsfactory.com\/forums\/blog\/trump-repeals-2023-biden-administration-executive-order-on-ai\/","title":{"rendered":"Trump repeals 2023 Biden administration executive order on AI"},"content":{"rendered":"<p>Former President Joe Biden\u2019s 2023 executive order on AI has been revoked by President Donald Trump on his first day in office.<\/p>\n<p>The \u201cExecutive Order on the Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence\u201d was issued on Oct. 30, 2023, and set forth a series of initiatives for federal agencies to strengthen AI safety and security, avoid harms such as misuse, bias and privacy violations, and strengthen the America&#8217;s talent pool of AI professionals.<\/p>\n<p>The order also created requirements for developers of \u201cdual-use foundation models,\u201d which included the most powerful models containing at tens of billions of parameters, to report their plans, cybersecurity measures and red-team testing results to the federal government.<\/p>\n<p>Many of the deadlines set by the executive order for federal agencies to establish policies, develop frameworks and issue reports related to its AI initiatives have already passed; for example, the National Institute of Standards and Technology (NIST) published a series of guidance and testing resources throughout 2023 and 2024, including documents on AI misuse risks and an <a href=\"https:\/\/www.scworld.com\/news\/nist-releases-open-source-platform-for-ai-safety-testing\" target=\"_blank\" rel=\"noreferrer noopener\">open-source platform<\/a> for testing machine learning (ML) models.<\/p>\n<p>However, revoking the order halts requirements for continuous monitoring and reporting related to the EO\u2019s goals, including those related to dual-use foundation models.<\/p>\n<p>\u201cWithout a robust framework for governance, we risk the misuse of AI, from weaponized deepfakes to systemic biases that amplify inequalities,\u201d Gabrielle Hempel, customer solutions engineer at Exabeam, said in an email to SC Media. \u201cAI can be a tool for incredible progress, but only if we set clear guardrails that prioritize ethical development, security, and accountability.\u201d<\/p>\n<p>Trump announced shortly after his inauguration that he planned to revoke nearly 80 of Biden\u2019s executive actions during his presidency, <a href=\"https:\/\/www.reuters.com\/world\/us\/trump-says-he-will-revoke-nearly-80-executive-actions-last-government-2025-01-20\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to Reuters<\/a>. The <a href=\"https:\/\/prod-static.gop.com\/media\/RNC2024-Platform.pdf?_gl=1*1bzkvmg*_gcl_au*OTk1NzExODQzLjE3Mzc1MDI3Njk.&amp;_ga=2.63400872.642446246.1737502771-1993156102.1737502769\" target=\"_blank\" rel=\"noreferrer noopener\">2024 Republican Platform<\/a> also put Biden\u2019s AI executive order on the chopping block, stating: \u201cWe will repeal Joe Biden\u2019s dangerous Executive Order that hinders AI Innovation, and imposes Radical Leftwing ideas on the development of this technology. In its place, Republicans support AI Development rooted in Free Speech and Human Flourishing.\u201d<\/p>\n<p>Advocacy groups representing tech giants like Google, Meta and Amazon, criticized the EO when it was first issued, arguing it could stifle innovation and place an undue burden on AI developers, <a href=\"https:\/\/fedscoop.com\/tech-groups-push-back-on-biden-ai-executive-order-raising-concerns-that-it-could-crush-innovation\/\" target=\"_blank\" rel=\"noreferrer noopener\">according to FedScoop<\/a>.
